About Us
 
Paul Solomon, PMP is the co-author of the book,  Performance-Based Earned Value® and President of the consulting firm with that name. He is internationally recognized as a leader, teacher, and consultant on Earned Value Management (EVM). He published many articles on EVM, systems engineering, software metrics, and risk management. Most are available on this site.
 
He led the use of EVM on Northrop Grumman Corporation programs including the B-2 Stealth Bomber, Global Hawk, and F-35 Joint Strike Fighter. He has taught thousands of professionals and led EVMS implementation, compliance reviews, Integrated Baseline Reviews, independent assessment reviews, and process improvement teams. He is qualified to lead EVMS certification reviews.
 
He was a visiting scientist at the Carnegie Mellon University Software Engineering Institute where he authored the paper, "Using CMMI to Improve EVM."
 
Paul was on the team that wrote the Industry EVMS Standard and received the DoD David Packard Excellence in Acquisition Award for that achievement. He is also a co-author of the Project Management Institute (PMI) "Practice Standard for EVM, 1st Ed." His contributions to the evolution of EVM have been incorporated into the PMI Project Management Body of Knowledge (PMBOK®) and the PMI Practice Standard for EVM, 2nd ed. (Practice Std) including:
  • PMBOK 2000: Integrating risk management with the Performance Measurement Baseline and EAC
  • PMBOK 2004: Integrating technical performance measures (TPM) and Quality with EVM
  • Practice Std 2011: Differentiate product scope from project (work) scope
  • Practice Std 2011: Product scope includes specified features and functions 
  • Practice Std 2011: Include acceptance criteria in Work Breakdown Structure Dictionary

     

    In 2009, the revised Defense Acquisition Guide (DAG) also included the integration of TPMs with EVM. He developed software development metrics and techniques used in the NAVAIR Software EVMS Guide. He served many years on the National Defense Industrial Association Program Management Systems Committee and was Vice President. He is on the editorial board of the PMI Project Management Journal.

     
    He is a frequent speaker and tutor at conferences in the U.S. and India that were sponsored by the PMI, International Council on Systems Engineering (INCOSE), the Society of Cost Estimators and Analysis (SCEA), the Software Engineering Institute, the U.S. Office of the Secretary of Defense, and the U.S. Defense Contract Management Agency. 
     
    His recommendations on EVM Acquisition reform were included in the Ike Skelton National Defense Authorization Act for FY 2011.
